Executive Summary (General Business): On October 1, 2025, the IDTF25 Identity Theft and Fraud Grant Program solicitation was opened. Our application was submitted on October 13, 2025. The funding will support the following activities: The acquisition of professional-grade crypto-tracking software to identify wallet addresses, trace transactions, and support recovery of stolen digital assets.
Presentation Information: N/A
Staff Recommendation: Move that the Council accept the Grant Award and authorize the Mayor to execute the grant agreement, and any future amendments to the same, on behalf of the city.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the grant agreement.
2. Move that the Council not approve and provide staff with direction.
Background: The Identity Theft and Fraud (IDTF) grant program was created to provide support to local law enforcement agencies for the investigation of personal identification information theft and fraud. Funding for this program is supported through the payment of criminal fines for qualifying convictions relating to identity theft, as provided in 817.568(12)(a), Florida Statutes.

Financial Information: This grant award agreement will provide reimbursement for the approved costs outlined in Appendix C - Approved Budget of this agreement. The grant activity period is 10/1/2025 - 6/30/2026. There is no local match.
