Executive Summary (General Business): An Employment Agreement containing the terms and conditions of Jesus Merejo's service as City Manager has been negotiated as directed by the City Council and memorialized in a written document attached. Pursuant to contract law and the City Charter, once approved, this Employment Agreement cannot be amended without written approval of both parties.
Presentation Information: Legal and Staff are available for discussion as needed.
Staff Recommendation: Move that the Council approve the Employment Agreement for Jesus Merejo to serve as City Manager.
Alternate Recommendations:
1. Move that the Council amend the recommendation and return it to Legal for further negotiation.
Background: On January 9, 2023, the City Council unanimously appointed Jesus Merejo to serve as City Manager, effective February 18, 2023, and directed that a negotiated Employment Agreement be presented to the Council.
Issues/Analysis: Section 4.02(a) of the City Charter states, "By majority vote of all members, the council shall appoint a City Manager and shall execute an employment contract with the City Manager, including provisions for termination."
Financial Information: Salary & Benefits for the City Manager is a budgeted expense.
