Summary Brief (Agreements/Contracts only)
Prepared by: Nathaniel Rubel, Procurement Assistant Director, PMD
Parties: City of Port St. Lucie and H.J. High Construction Company (“HJ High”).
Purpose: Amendment #2 adds the construction phase services for the Real Time Information Center (RTIC) project to Contract #20260143 with the Design-Build Contractor, HJ High. This amendment authorizes HJ High to proceed with renovation and interior build-out of an approximate 2,005 square foot space to create the operational RTIC consistent with the approved construction documents, specifications, and Guaranteed Maximum Price (GMP) scope.
New/Renewal/Modified: Modified.
Duration: The construction phase will be completed within 193 calendar days from Notice to Proceed to Substantial Completion, with an additional 5 calendar days allocated for Final completion, consistent with the proposed project schedule.
Benefits to Port St. Lucie: Implements a modern Real Time Intelligence Center to support police operations and improve situational awareness, emergency response capabilities, and public safety outcomes. Ensures continuity of design, construction quality, and project delivery under the existing Design-Build contractor who produced the RTIC design. Provides cost control through a GMP, ensuring predictable expenditure for the construction phase.
Cost to Port St. Lucie (Annual and Potential): Amendment #2 establishes a GMP of $1,030,479.00 for construction of the RTIC. This includes all direct costs, contingency, general conditions, and construction management fees required to deliver the completed facility.
