3. Purpose: To improve, repair, construct, and maintain existing sports courts and increase amenities offered to the public.

5. Duration: 3 years, with a 1-year option to renew.
6. Benefits to Port St. Lucie: Enable the City of Port St. Lucie Parks & Recreation Department (PSLPRD) to continue to improve, repair, construct, and maintain over 40 existing sports courts and increase amenities offered to the public through tennis court conversions to pickleball courts at select park locations.
7. Cost to Port St. Lucie (Annual and Potential): Estimated Total cost for Fiscal Year 22-23: $17,000. Future Annual Costs: $180,000 per year or less based upon budget approvals and replacement schedules.

Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04 (c), good cause shown, and approve participating in the School District of Palm Beach County's Contract #23C-5L with Papico Construction, Inc., to utilize services for resurfacing sports surfaces.
