Executive Summary (General Business): Discuss the McCarty Ranch Recreation Conceptual Master Plan development by Kimley-Horn
Presentation Information: Kimley-Horn Consultant, Nick Kuhn - PLA, CPRP, will provide a brief presentation for the McCarty Ranch Recreation Conceptual Master Plan for City Council. City staff will be in attendance to answer questions.
Staff Recommendation: Move that the Council approve the McCarty Ranch Conceptual Master Plan.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the proposed McCarty Ranch Conceptual Master Plan inclusive of revisions.
2. Move that the Council not approve proposed McCarty Ranch Conceptual Master Plan and provide staff with further direction.
Background:
McCarty Ranch is a 3100-acre parcel mostly made up of largely old Florida pinelands and several large freshwater lakes. The property's intended use is for both a public water supply storage facility and Camping and Outdoor Recreation. The City's adopted Strategic Plan, Goal 6, Culture, Nature and Fun Activities, includes the planning of expanded camping and additional recreational opportunities as a desire at this site and in this area of the City.
In July 2023, the City of Port St Lucie awarded the McCarty Ranch Recreation Master Plan Design Contract to Kimley-Horn. The Kimley-Horn team has collaborated with City staff and engaged the public through online surveys and in-person events to develop a plan that would identify new recreational amenities for McCarty Ranch.
