Background: Access to the City's stormwater network has become increasingly challenging due to limited access from privately owned properties located along and adjoining critical facilities that are being developed primarily with new residential homes. This property adjoins a critical facility that the Public Works Departments utilizes to manage stormwater during significant rain events.
