2. Parties: City of Port St. Lucie and Econolite.
3. Purpose: Allow the City's signals to communicate with FDOT-owned signals and the surrounding municipalities to allow for cross-jurisdictional coordination.
4. New/Renewal/Modified: New.
5. Duration: Continuing.
6. Benefits to Port St. Lucie: Add functionality that is not available with our current controllers.
7. Cost to Port St. Lucie (Annual and Potential): Annual estimated expenditures are $150,000. Future expenditures will be as appropriated in each year's approved budget.

Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04(c), for good cause shown and approve Econolite as the Sole Source provider of Econolite Signalization Products and OEM Parts on an as needed basis.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Econolite as the sole source provider and enter into a unit price contract.
2. Move that the Council not approve Econolite as the Sole Source provider and provide staff with direction.
Background: FDOT and surrounding municipalities are currently using the Econolite equipment. The City's current equipment is outdated and has limited functionality. Additionally, the existing cabinets can be utilized without modification for the hardware being installed. Replacing the outdated controllers citywide with Econolite will allow the City to run one system instead of different controllers on both state and city roads.
