Executive Summary (General Business): Amending Boards/Committees procedures and Port St. Lucie Youth Council Bylaws to change Youth Council from advisory to fact-finding board.

Staff Recommendation: Move that the Council approve the recommended changes and complete motion in the affirmative.

2. Move that the Council not approve the recommended amendment and provide Staff with direction.
Background: The Port St. Lucie Youth Council was established on July 24, 2023, as an advisory board. As an advisory board, the members are subject to the Sunshine Law, which restricts certain communication between members, requires public notice, and opens the meetings to the public. Due to the members being minors and local students, the implications related to being subject to Sunshine Law raises risks which outweigh the benefits of the students serving on the Youth Council. To eliminate these concerns, Staff and Legal did research to transition the board from an advisory board to a fact-finding board to allow the Youth Council to function without subject to Sunshine Law. The biggest change is that the Youth Council will no longer provide recommendations to the City Council but will instead provide reports summarizing facts and information gathered by the board.
