Staff Recommendation: Move that the Board approve the Resolution authorizing the conveyance of an easement encumbering a portion of real property described as Tract A, Southern Grove Plat 39, as Recorded in Plat Book 109, Page 30, of the Public Records of St. Lucie County, Florida.

Alternate Recommendations:
1. Move that the Board amend the recommendation and approve the donation.
2. Move that the Board not approve the donation and provide staff direction.

Background: In early 2023, the GFC entered into a tri-party Traffic Signal Agreement ("Agreement") with the City and Mattamy Palm Beach, LLC. The Agreement stipulates certain improvements to be made by the landowners within Southern Grove as certain traffic thresholds were met.
