This Cityinitiated smallscale Future Land Use Map amendment proposes to redesignate approximately 24.98 acres from Recreation Open Space (OSR) and Commercial Service (CS) to Conservation Open Space (OSC). The amendment applies to two Cityowned parcels, both containing native upland habitat and a lake, and is intended to support their longterm preservation through the City’s Conservation Lands Program.

Presentation Information: Staff will provide a presentation.

Staff Recommendation: Move that the Council approve the proposed Future Land Use Amendment as recommended by the Planning and Zoning Board.

Alternate Recommendations:
Move that the Council amend the recommendation and approve the Future Land Use Amendment.
Move that the Council deny the Future Land Use Amendment and provide direction to staff.

Background: On September 1, 2026, the Planning & Zoning Board unanimously voted to recommend approval of the Comprehensive Plan amendment.

The 22.86-acre property was deeded to the City to meet a requirement of the Reserve Development of Regional Impact (DRI) development order for the preservation of native upland habitat. The property also contains a lake....
