Executive Summary (General Business): An application for a comprehensive plan amendment to amend the text of the Future Land Use Element of the City's Comprehensive Plan by amending Policies 1.2.2.4, 1.2.2.5., 1.2.2.6, 1.2.2.7, 1.2.2.8 and 1.2.2.10 of the Future Land Use Element of the City's Comprehensive Plan to allow all of the sub-categories of the NCD Future Land Use designation to have a residential density of 28 dwelling units per acre, with the exception of the Regional Business Centers. The Regional Business Centers allow up to 35 dwelling units per acre. In addition, the following uses are proposed to be added to the Regional Business Centers sub-category - industrial uses, warehouse/distribution and manufacturing.

Presentation Information: Staff may provide a short presentation.

Recommendation: Move that the Council approve the comprehensive plan text amendment for transmittal to the Department of Economic Opportunity (DEO) and reviewing agencies for review and comment as recommended by the Planning and Zoning Board.

Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the comprehensive plan text amendment for transmittal to DEO.
2. Move that the Council not approve the comprehensive plan text amendment and provide staff direction.

Background: At the October 1, 2019 Planning and Zoning Board meeting, the board voted unanimously to recommend approval of the proposed comprehensive plan text amendment. ...
