Executive Summary (General Business): At the December 3, 2024 Board of County Commissioners (BOCC) meeting the continued public hearing for Rainbow Groves was held and the project was unanimously approved by the BOCC. City staff as well as the Mayor, Vice Mayor, and Councilwoman Morgan attended the meeting to represent the City’s position. The purpose of this agenda item is to provide an opportunity for the City Council to discuss this project and the hearing, and determine what next steps, if any, the Council wishes to take at this point in time.

Staff Recommendation: Request that the Council discuss the December 3, 2024 BOCC meeting and outcome of the hearing, and provide direction to staff.
Background: The City has been monitoring and reviewing projects outside the city limits that have the potential to impact the City’s fiscal position negatively. Data shows that this project may result in serious deficiencies in the city’s roadway network and the city does not want those costs passed down to the city’s taxpayers.
