2. Parties: City of Port St. Lucie Utility Systems Department ("USD") and Source Technologies LLC, a Florida limited liability company ("Contractor").
3. Purpose: Provide proprietary chemical treatment services and maintain air scrubbing units at Lift Stations SP 16, NP 39, NP 41 and NP 22.
4. New/Renewal/Modified: New.
5. Duration: The Contract term spans five (5) years, beginning on October 1, 2024 and ending on September 30, 2029.
6. Benefits to Port St. Lucie: The USD requires a specific style, model, type, or manufacturer of air scrubbing units and chemical treatments that uniquely position these products to meet the USD needs for odor and corrosion control within the wastewater system.
7. Cost to Port St. Lucie (Annual and Potential): The USD estimates a total expenditure of $411,000.00 over the five-year period.

Staff Recommendation: Move that the Council waive the bidding, per the City's Code of Ordinances, Sec. 35.08(a)(22) (sole source), and approve Contract #20240174 with Source Technologies LLC as the sole source provider to lease and maintain equipment and provide proprietary chemical treatment services at specified lift stations.
