Executive Summary: The City of Port St. Lucie is requesting to amend the Future Land Use Map to change the designation of approximately 3.12 acres of land within the Sandpiper Bay PUD from Open Space Recreation (OSR) to General Commercial/Institutional (CG/I) to address regulatory inconsistencies. The amendment applies to two specific areas of the property: a 0.94-acre area located between the existing fields and parking lot, and a 2.18-acre area at the southernmost end of SE Morningside Boulevard, where the roadway ends. No changes are proposed to the golf course.

Background: The Club Med Sandpiper Bay Resort was originally constructed in the 1970s. A 1986 site plan (P86-065) approved 60 new guest rooms for the resort, which was zoned Resort Commercial (CR) and Open Space Recreation (OSR), with corresponding FLUM designations of Limited Commercial (CL) and OSR. In 1990, a site plan amendment (P90-111) approved a three-story staff housing building, even though the building was located in the OSR area. This area should have been free from commercial development.
