2. Parties: City of Port St. Lucie and Riverland Development Company, LLC (Riverland)
3. Purpose: Enter into an agreement that establishes a time frame for partial reimbursement of the traffic signal at the Community Boulevard and Discovery Way intersection.
4. New/Renewal/Modified: New
5. Duration: Perpetual until payment is received as outlined in the agreement.
6. Benefits to Port St. Lucie: Facilitating completion of the traffic signal by working with development partners in the community.
7. Cost to Port St. Lucie (Annual and Potential): The City will front the cost of the traffic signal installation. After reimbursement by all parties, the City will cover approximately $300,000.00 which is 1/3 of the installation cost for this traffic signal.

Background: A Traffic Signal Warrant Analysis was conducted by Riverland in March of 2024 at this intersection. After review and comment from the City's 3rd party traffic consultant, Kittelson and Associates, the signal was deemed not warranted at that time. Based on the data in the 2024 analysis, the steady growth of new homes in the area, and the opening of new commercial establishments near this intersection (by Mattamy Homes) to the south, the City anticipates this traffic signal being warranted very soon, if not already.
