Executive Summary (General Business): To amend the Citywide Design Standards. Major changes include the following: Not allow garage doors and open bays to face arterial or collector roads, require decorative garbage cans for commercial uses, revised building articulation requirements, added minimum building transparency requirements, added minimum building height requirements, added requirements for gas station canopies, revised Approved Colors Chart, added Design Guidelines, removed Green Building Incentives and minimum Usable Open Space requirements.

Staff Recommendation: Request that the Council review the draft of the Citywide Design Standards and provide comments as to whether any changes are desired.

Background: The Planning and Zoning Board recommended approvalon April 6, 2021. Staff sent preliminary drafts of the Citywide Design Standards to the Chamber of Commerce, the Treasure Coast Builders Association, and various other stakeholders. Staff held a workshop with stakeholders on November 4, 2020. Staff sent a draft to the Planning and Zoning Board for preliminary review and comments on February 2, 2021. Staff presented a draft to the Development Task Force on February 19, 2021 and to the Commercial and Residential Stakeholders Group on March 5, 2021. The City hired Canin Associates, urban design consultants, located in Orlando, Florida to assist the Planning and Zoning Department in amending the Citywide Design Standards.
