Background: Rosser Boulevard was originally platted as a half right-of-way (r/w), meaning the r/w was only 40-feet wide. With development, the City has acquired additional r/w along Rosser Boulevard. The remaining area of half r/w is the southern portion of Rosser Boulevard where the west r/w line is shared with the east line of Limited Access (LA) r/w of Interstate 95. Staff has coordinated with the Florida Department of Transportation to minimize the impact to the LA r/w resulting in the Construction Agreement which allows the City to occupy 8-feet of the LA r/w for t...
