Executive Summary: Proposed amendment to Section 155.03 of the Sign Code to remove the regulation that a private review board is to be created to regulate the sign program.

Staff Recommendation: Move that the Board recommend approval of the proposed text amendment.

Issues/Analysis: City Staff, including the City Attorney’s Office, recommends removal of this provision from the Master Sign Code criteria as it allows private entities to determine compliance with City adopted Master Sign programs rather than the City. Instead, City Staff recommends that the Planning and Zoning Department review signs for compliance with a City adopted Master Sign program. This modification to the Master Sign Program regulation enhances the City’s autonomy over its own regulations by preventing interference by third parties.
