Executive Summary (General Business): The Agreement contemplated herein is related to the proposed Oak Ridge Ranches development in St. Lucie County. St. Lucie County is scheduled to hold the final hearing on the Oak Ridge Ranches Comprehensive Plan amendment, MPUD rezoning, and associated site plan, on October 12, 2023. City staff has been working with the County and the developer on a mitigation agreement for impacts to City roadways. The attached agreement has been executed by Kolter, ready for execution by the City. The intent of the agreement is to ensure that any development-related impacts to City roadways are addressed and mitigated in a manner acceptable to the City.

Presentation Information: Staff is available for questions.

Staff Recommendation: Move that the Council approve and authorize the execution of the agreement.

Alternate Recommendation:
1. Move that the Council deny agreement and provide staff direction.

Background: The Oak Ridge Ranches project site is approximately 3,229.24 acres located north of Glades Cut Off Road, south and adjacent to the C-24 canal, and on the west side of Range Line Road in St. Lucie County. If approved, the project would allow up to 8,600 dwelling units and up to 650,000 square feet of non-residential development. A revised Traffic Impact Analysis prepared by the developer shows a net trip generation of 67,861 daily, 4,431 AM peak-hour, and 6,515 PM peak-hour trip ends.

The project provides for the following specific proposed development:

? 1,900 multi-family dwelling units
? 1,400 senior adult housing
? 600,000 sf of commercial
