Executive Summary (General Business): Staff is providing additional information on Multilane Resurfacing and Trends to date as requested during the Summer Workshop.

Staff Recommendation: Request that the Council discuss the allocation of additional funds to address the resurfacing of multilane roadways citywide.

Background: Staff presents the Roadway Preservation and Resurfacing Plan to City Council at the Summer Workshop each year. The plan focuses on residential roadways and has not addressed multilane roadways which have typically been considered separate Capital Improvement Projects. With the infrastructure aging and the recent cost increases due to inflation, staff have identified the need to begin resurfacing multilane roadways more frequently and under a permanent budget. The selection of roadways is a needs-based approach, utilizing the Pavement Condition Index (PCI).

Issues/Analysis: At the current funding level of $4,000,000 annually from the Road and Bridge CIP (Gas Tax) and varying amounts provided annually from the Half Cent Sales Tax, the Roadway Preservation and Resurfacing Plan will not be able to meet the approved level of service for residential roadways, which is a 20-Year Cycle. Additional funding will allow multilane roadways to be addressed without further setting the maintenance of residential roadways behind.

Financial Information: Currently, one million two hundred fifty thousand dollars ($1,250,000) is budgeted through the Half-Cent Sales Tax for the resurfacing of SW Gatlin Boulevard in FY 26/27. The remainder of multilane roadways remain unfunded currently.
