Executive Summary (General Business): The LTC Ranch West Residential Community Development District ("District") has requested that the City approve a boundary change to the District.

Presentation Information: Questions will be answered upon request.

Staff Recommendation: Move that the Council approve the expansion request.

1. Move that the Council amend the recommendation and approve the request.
2. Move that the Council not approve the request.

Background: The City created the District on June 14, 2021, by adopting Ordinance 21-53 after reviewing the District's initial establishment petition. In the original petition to establish the District, the Petitioner availed itself of the provisions of 190.046(1)(h) which allows a petitioner to identify sufficiently contiguous expansion parcels which may be added to the CDD within 10 years of the effective date of ordinance. This process allows the City to evaluate not only the initial boundaries of the CDD but also the proposed expansion parcel boundaries all at once so that any future boundary amendment can proceed on a simplified and expedited basis upon the filing of a Petition to expand. In particular, section 4 of Ordinance 21-53 did this.

Issues/Analysis: The District has submitted its Petition to expand and add parcels that were previously evaluated as a part of the initial establishment process and approved in Ordinance 21-53. It is noteworthy that the only required elements to make this addition under 190.046(1)(h)1. are:
