6. Benefits to Port St. Lucie: The project will complete the construction of Floresta Drive from Southbend Boulevard to Crosstown Parkway as a complete street providing bike lanes, sidewalks, traffic calming, streetlights, and landscaping.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense of $29,997,174.23.

Staff Recommendation: Move that the Council award Contract #20220045 and enter into a per unit price contract with Felix Associates of Florida, Inc. for the Floresta Drive Improvements Project Phase 2 in the amount of $29,997,174.23.

2. Move that the Council not approve Contract #20220045 and provide staff with direction.

Background: Improvements to the Floresta Drive corridor are a priority of the City Council. At the 2017 Summer Retreat, Council directed staff to model the corridor from a traffic standpoint for both a 2-lane and 4-lane roadway section. The new modeling was performed, and it included the new Crosstown Parkway Extension Project connection to U.S. Highway 1 at Village Green Drive, for the projected traffic volumes in the year 2037.
