Executive Summary (General Business): This request authorizes staff to prepare the preliminary assessment roll and notices to owner in compliance with Florida Statute 197.3632.

Staff Recommendation: Move that the Council approve the resolution.

Background: The City has established a voluntary culvert repair program in which citizens can elect to have the City repair a failing culvert and reimburse the City through a 10-year non-ad valorem levy on their annual property tax bill. These homeowners have signed an agreement with the City accepting the terms of the uniform methodology as authorized by Section 197.3632, Florida Statutes.
Issues/Analysis: The City Manager or his designee is hereby directed to prepare an updated Culvert Repair Assessment Roll for the fiscal year beginning October 1, 2026.
Financial Information: For the fiscal year beginning October 1, 2026, for which Culvert Repair Assessments for residential culvert repair services are to be imposed, the Residential Culvert Repair Cost on 23 properties total $181,329.31. This results in an annual levy of $18,132.31 over the next ten years.
