Strategic Plan Link: The City's Goal of a high-performing city government organization.

Executive Summary (General Business): The City Council last approved revisions to the City's civilian Pay Plan in February of 2020. Since that time, there have been numerous changes to the Plan due to the creation of new position titles, reclassification of current positions, and adjustments to the pay grades assigned to positions based on market research and/or internal equity issues. Additionally, Management Directed Policy (#17-02) dictates the City's Pay Plan shall be reviewed and approved by the City Council annually. The purpose of this review is to: 1) Enable departments to have a confirmed/approved document from which to develop annual budgets in regard to personnel management; 2) Keep the Pay Plan up-to-date to provide a consistent document from which to conduct periodic market-basket reviews of select/specific positions; 3) Provide the Council with an annual perspective of how current market and economic factors are impacting the workforce; 4) Have a current document as reference for conducting future Pay and Classification studies.

Staff Recommendation: Move that the Council approve the revised Pay Plan.

Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the Pay Plan with revisions requested by Council.
2. Move that the Council not approve the Pay Plan and provide staff direction.
