6. Benefits to Port St. Lucie: The project will provide signal hardening, ease peak-time congestion, and improve the safety of motorist & pedestrians traveling through the area.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense in the amount of $1,797,000.00.

Staff Recommendation: Move that the Council award Contract #20240055 and enter into a unit price contract with M & M Asphalt Maintenance, Inc. dba All County Paving for the intersection improvements at SW Port St. Lucie & SW Cameo Blvd.

2. Move that the Council reject all bids and provide staff with direction.

Background: Public Works staff has evaluated long-term solutions for hardening of traffic signals in preparation for hurricanes. One of the processes for hardening is replacing span wire traffic signals with mast arm traffic signals. The intersection of SW Port St. Lucie Blvd. and SW Cameo Blvd. is one of the oldest span-wire signal intersections in the City and was identified as a candidate for traffic signal hardening. In the City of Port St. Lucie 2045 Mobility Plan, dated July 2023, the intersection was also identified as a "Mobility Intersection," needing future road capacity improveme...
