Background: The institution of the swale liner maintenance program originated in the late 1980's due to public outcry from the residents not wanting standing water in their swales. Swale liner maintenance ensures positive conveyance of stormwater which minimizes pond water standing in primarily residential swales. This service removes accumulated debris within over 950 miles of perforated plastic swale liner throughout the City.

The E-Bid was issued on June 19, 2023, to seven hundred and ninety-two (792) potential suppliers. There were twenty-three (23) plan holders with four (4) proposals submitted on July 18, 2023.
