6. Benefits to Port St. Lucie: Replace current system due to its inefficiencies.
7. Cost to Port St. Lucie (Annual and Potential): Total cost for this phase is $561,758.

Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04(c), good cause shown, and continue to participate in the GSA Contract #GS-35F-0425P for the next phase of implementation of the Azteca Cityworks software with Woolpert, Inc.

Alternate Recommendations:
1. Move that the Council amend the recommendation and approve to continue to participate in the GSA Contract #GS-35F-0425P.
2. Move that the Council not approve and provide staff with direction.

Background: On August 12, 2019, City Council approved the participation in the GAS Contract #GS-35F-0425P for the implementation, configuration, testing and training of the Azteca Cityworks software with Woolpert, Inc. This will provide the onsite call center, field crews and administration a 24/7 paperless work order system. The first phase of the project was to focus on the field staff and connection support to have a work order system and asset management system for the Utility Service Department.
