Executive Summary (General Business): The City of Port St Lucie is seeking the services of a professional consultant to assist with the development of plans for a new Public Works site. The work shall include conducting spatial analysis, completing a siting study, preparing renderings of the site and building, developing a site plan for the recommended site, and developing a pro vs con analysis for a design/build vs a design/bid/build process for completing the construction of the facility.

Staff Recommendation: Move that the Council approve the shortlist for the Request for Proposals (RFP) # 20210018 for Consulting Services for a New Public Works Building and begin negotiations with CPZ Architects, Inc., who was the highest ranked firm. In the event the City and the highest ranked firm cannot reach an agreement; the City shall formerly end negotiations by written notification to the firm. The City shall then enter negotiations with the next highest ranked firm and attempt to negotiate a contract with that firm. The process will continue until the City has successfully negotiated a contract or reject all proposals for award.

1. Move that the Council amend the recommendation and provide staff with direction.
