Executive Summary (General Business): Mr. Blackburn was hired as City Manager on November 21, 2016 and per his employment agreement, it states he will receive a performance evaluation on his anniversary date. According to this agreement, Council may provide Mr. Blackburn with a written performance evaluation, it does not state it is required. At the February 22nd, 2021 City Council Meeting, City Council approved a three percent (3%) salary increase retroactive to October 1, 2020. Additional direction provided to staff asked that staff research the longevity for each City Manager or Administrator that was listed on the salary comparison study and be brought back at the next City Council Meeting for further discussion on any additional salary adjustment and personal days for the City Manager.

Staff Recommendation: Move that the Council discuss the City Manager's salary and consider an increase in pay, provide an effective date and direction on any additional personal days.
Alternate Recommendations:
1. Move that the Council modifies the compensation package for the City Manager and provide an effective date.
2. Move that the Council provide staff direction.
Background: Section 10A of Mr. Blackburn's employment agreement states he will receive a pay increase on his anniversary date of up to 5%, but no less than the amount provided to the non-union employees this year (3%). For your perusal included with this memo is the recent salary survey conducted on comparable city manager salaries. It is important to note the PSL City Manager salary in comparison to others and that the position is not included on the City's pay plan, so there is no minimum or maximum rate...
