Background: The City Hall Complex has experienced a prolonged absence of regularly scheduled pressure cleaning services. This lack of maintenance has resulted in visible deterioration of the facility's appearance, including the accumulation of cobwebs in various areas and a significant buildup of grime and dirt on building exteriors, sidewalks, and other common spaces. These conditions not only detract from the visual appeal of the complex but also impact the overall perception of cleanliness and upkeep by both visitors and staff.
