3. Purpose: The Utility Systems Department (USD) is seeking approval of a sole source contract for elevator modernization at the Prineville Water Treatment Facility (WTF) with Schindler Elevator Corporation.
4. New/Renewal/Modified: New.
5. Duration: One (1) year upon execution of the contract with no option to renew.
6. Benefits to Port St. Lucie: The upgrades to the elevator will increase reliability and safety while ensuring compliance with current building and accessibility standards. This investment will provide long-term operational value and reduce the risk of service disruptions for USD.
7. Cost to Port St. Lucie (Annual and Potential): The City anticipates an estimated expenditure of $162,995.00.

Staff Recommendation: Move that the Council waive formal bidding, per City Code of Ordinances, Section 35.08(a)(25)(a)(1) (sole source where the compatibility of equipment, accessories or replacement parts is the paramount consideration), as there is no commercially available substitutes for these components and/or replacement parts, which can only be purchased from the manufacturer or distributor, and approve Contract #20260040 for Elevator Modernization at the Prineville WTF with Schindler Elevator Corporation.
