Strategic Plan Link: The City's Goal to Enjoy Culture, Nature and Recreation.

Executive Summary (General Business): GL Homes, the master developer, and Riverland/Kennedy II, LLC, the applicant, has submitted an application requesting approval of an Alternative Equivalent Proposal under Section 162.08 of the City Code to satisfy public art requirements for current and future development projects within the Riverland/Kennedy DRI through a single, comprehensive public art installation.

Presentation Information: The applicant and/or artist will provide a presentation.

Staff Recommendation: Move that the Council approve the Alternative Equivalent Proposal Request as recommended by the Public Art Advisory Board subject to the conditions of approval outlined in Section 2 of the Resolution.

Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the proposal subject to the conditions of approval outlined in Section 2 of the Resolution.
2. Move that the Council does not approve the proposal and provide staff and Public Art Advisory Board with direction.

Background: The Public Art Advisory Board voted on October 2, 2025, to recommend City Council approval of the proposed public art.

Issues/Analysis: Riverland/Kennedy II, LLC has previously fulfilled public art obligations for:
? Parcel A: On-site artwork (certified April 2019)
? Parcel C: $100,000 contribution to the Art in Public Places Fund (October 2020)

The applicant now proposes a unified public art installation "Riverland Reflection Garden" to fulfill the public art requirements for:
? Current projects: Parcels B, D, E, and Riverland Center
? Future development within the Riverland/Kennedy DRI
