Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04(c), for good cause shown and approve Florida Bullet, Inc. as the Sole Source provider of CCI-Speer, Federal Cartridge & Remington ammunition on an as needed basis.

Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Florida Bullet, Inc. as the sole source provider.
2. Move that the Council not approve Florida Bullet, Inc. as the sole source provider and provide staff with direction.

Background: For the past few years, Florida Bullet, Inc. was used for ammunition purchases as they supply Federal/Speer ammunition. This change was made after the Training Division conducted ballistic gelatin tests to compare our previous ammunition to the current ammunition. The results confirmed our current ammunition performs better for the capacity of penetration through barriers, weight retention and expansion. Currently, to purchase .45 caliber ammunition has a fulfillment time of 11-12 months and .9mm ammunition is estimated at 4-6 months. As manufacturing trends show, the...
