2. Parties: City of Port St. Lucie and Halley Engineering Contractors, Inc.
3. Purpose: To detain stormwater in the basin for a longer time allowing nutrient uptake by aquatic plants, thus cleaning the stormwater before it enters the North Fork of the St. Lucie River.
4. New/Renewal/Modified: New.
5. Duration: 360 calendar days with no option to renew.
6. Benefits to Port St. Lucie: Provides cleaner discharges of stormwater from the drainage basins to the North Fork of the St. Lucie River thereby helping the City reach its Total Maximum Daily Load/Basin Action Management Plan (TMDL/BMAP) goals as required by the Florida Department of Environmental Protection (FDEP).
7. Cost to Port St. Lucie (Annual and Potential): One-time expense of $1,899,550.

Staff Recommendation: Move that the Council award Contract #20200113 and enter a unit price contract with Halley Engineering Contractors, Inc. for the construction of the Sagamore Stormwater Treatment Areas - East & West.
Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract #20200113.
2. Move that the Council not approve Contract #20200113 and provide staff with direction.
Background: The Sagamore Drainage Basin has been identified as a "hot spot" for nutrients and bacteria in the City by the Florida Atlantic University/Harbor Branch Oceanographic Institute (FAU/HBOI) Microbial Source Tracking (MST) Study. City Council directed staff to perform water quality projects in this drainage basin.
