7. Cost to Port St. Lucie (Annual and Potential): One-time expense of $599,887.75.

Staff Recommendation: Move that the Council award Contract #20210123 and enter into a unit price contract with Felix Associates of Florida, Inc. in the amount of $599,887.75 which includes the base bid amount of $248,456.75 plus bid alternate #2 in the amount of $351,431.00 for a total of $599,887.75.
Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract #20210123 with Felix Associates of Florida, Inc.
2. Move that the Council not approve Contract #20210123 and provide staff with direction.
Background: The proposed F-19 Raw Water Main project consists of the installation of 2,500 lineal feet of 16-inch fusible PVC pipe via horizontal directional drilling. The proposed pipe will connect two (2) sites along Glades Cut-Off Road, starting at the future site of the F-19 Floridan well south of I-95 and ending at the existing F-17 Floridan well north of I-95.
