Strategic Plan Link: The City's Mission to plan for smart and balanced growth.

Executive Summary (General Business): The owner, Imperium Construction Company, LLC, is requesting a variance to the requirements of Conversion Area Number 26 of the Land Use Conversion Manual to allow a 10,000 square foot lot with 80 feet of frontage to be rezoned to the Service Commercial (CS) Zoning District. Section III of the Land Use Conversion Manual requires a minimum frontage of 180 feet and a minimum of 20,000 square feet of land area for any site within the conversion area.

Presentation Information: Staff will provide a presentation.

Recommendation: The application for a variance received a unanimous recommendation of approval by the Planning and Zoning Board on July 5, 2023.

Alternate Recommendations:
1. Move that the Council amend the recommendation and adopt the Resolution.
2. Move that the Council not adopt the Resolution and provide staff direction.

Background: Policy 1.1.4.12 of the Comprehensive Plan requires variances to the Conversion Manual be reviewed by the Planning and Zoning Board and a recommendation be forwarded to the City Council for final approval or denial. This manual is intended to explain the land use conversion process, available conversion options, and implementation policies. The manual addresses requirements for land assembly, rezoning requirements, and related site plan and design considerations.

On July 5, 2023, the Planning and Zoning Board unanimously recommended approval of the variance.

Issues/Analysis: See attached staff report.
