Executive Summary (General Business): On March 21, 2022, the City Council authorized the City Manager pursuant to Section 4.06 (Emergency Purchases) of the City's Purchasing Policy and Procedure Manual, to secure the emergency purchase of new solid waste franchise agreements that can be mobilized by September 2022. This agenda item is for the purchase of standardized waste and recycling carts that will be required for future automated residential collection service.

Presentation Information: Carmen Capezzuto, Neighborhood Services Director and staff will provide an overview of the recommended purchase.

Staff Recommendation: Move that the Council waive the bidding per Chapter 35.04(c), good cause shown, and approve participating in the City of Fort Lauderdale ITB 12492-813 for Refuse and Recycling Carts, Semi-Automatic with Schafer Systems International, Inc. and authorize staff to purchase waste and recycling carts from the vendor that provides the best value to the City as per staff's recommendation.

Alternate Recommendations:
1. Move that the Council amend the recommendation and authorize staff to purchase waste and recycling carts from one of the top three vendors who supplied a quote.
2. Move that the Council reject all quotes and provide staff direction.

Background: The City's Solid Waste Task Force recommended that the City, in its next solid waste contract, provide garbage service once per week with automated garbage trucks.
