Executive Summary (General Business): Council directed staff at the August 10th City Council meeting to research and provide feedback on increasing the electronic signage allowances for Institutional Zoning District from 20 SF to 25 SF and to look at the possibility of including pictorial elements in the signage.
Presentation Information: Staff will provide a presentation.
Staff Recommendation: Request that the Council hear the presentation and provide direction to staff regarding advancing a text amendment to the sign code to increase the electronic signage allowances for Institutional Zoning District from 20 SF to 25 SF.
Background: There were no allowances for electronic signage in the Institutional zoning district prior to 2023. Time and temperature displays only were previously allowed in all commercial and institutional districts. A text amendment (P23-059; Ord 23-83) was approved which permitted 20 SF of overall freestanding signage to be electronic in Institutional zoning district.
Issues/Analysis: Additional research is recommended before revising code to allow pictorial elements as it is more involved due to potential driving distractions and to ensure consistency with Reed v Gilbert.
