Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04(c), good cause shown, and approve the sole source purchase of the Terradyne Armored Vehicle from Terradyne Armored Vehicles, Inc.

Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the sole source purchase of the armored vehicle.
2. Move that the Council not approve the sole source purchase and provide staff with direction.

Background: The Terradyne vehicles are Purpose Built Armored Vehicles and will be utilized to its fullest extent to increase safety to our citizens, police officers, and all emergency first responders. At the same time, they will help efficiently progress critical incidents in a much safer environment for the community and our officers than they are capable of doing so now.
