Executive Summary (General Business): This is the adoption public hearing for the Comprehensive Plan amendment to the Future Land Use Element to remove the Institutional (I) zoning district from Policy 1.1.4.13 as it relates to the Residential, Office, Institutional (ROI) future land use designation.
Presentation Information: Staff will provide a short presentation.
Staff Recommendation: Move that the Council adopt the ordinance as presented.
Alternate Recommendations:
1. Move that the Council amend the recommendation and adopt the text amendment to the Comprehensive Plan.
2. Move that the Council not adopt the ordinance.
Background: This amendment is a result of a directive of the City Council at the February Retreat to address the issues related to the Institutional zoning district and the uses allowed in this zoning district. The attached white paper provided the analysis and recommendations to guide the City Council on remedies to address the issues related to the Institutional zoning district.
The Planning and Zoning Board at its April 6, 2021 meeting unanimously recommended approval of the text amendment to the Comprehensive Plan. At the City Council meeting on April 26, 2021, the amendment was unanimously approved to transmit the proposed text amendment to the Comprehensive Plan to the Department of Economic Opportunity. No comments were received from the Department of Economic Opportunity or other reviewing agencies.
