2. Parties: City of Port St. Lucie and Applied Concepts, Inc. dba Stalker Radar.
3. Purpose: To purchase radar/lidar speed enforcement equipment for the Police department.
4. New/Renewal/Modified: New.
5. Duration: 5 Years.
6. Benefits to Port St. Lucie: To keep officers equipped with up-to-date technology for speed measuring devices, which is a vital part of traffic enforcement and keeping citizens of the community safe on the roads.
7. Cost to Port St. Lucie (Annual and Potential): Estimated annual cost: $250,000. Future expenditures will be in the approved budget each fiscal year.

Staff Recommendation: Move that the Council approve, per City Code of Ordinances, Section 35.08(a)(9)a., to participate in the NASPO Cooperative Contract #24823 with Applied Concepts, Inc. for Police Radar/Lidar Speed Enforcement & Accident Scene Reconstruction.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve participating in the NASPO Cooperative Contract #24823 with Applied Concepts, Inc.
2. Move that the Council not approve and provide staff with direction.
Background: Currently, the Police Department (PD) is outfitted with radar/lidar speed enforcement equipment from Applied Concepts, Inc. Equipment includes mobile speed trailers, handheld lasers, and vehicle installed radars.
