Executive Summary (General Business): The City of Port St. Lucie owns and operates the Prineville Water Treatment Facility ("Prineville"). The concentrate from Prineville's reverse osmosis ("RO") process is disposed of by a single Class I deep injection well (IW-1). The current disposal system does not have a backup should the injection well need to be taken out of service for routine maintenance or repairs. The intention of this Request for Proposals is to find a highly qualified Consulting Hydrogeologist/Engineer to design a second Class I deep injection well (IW-2) to serve as backup to IW-1.

Staff Recommendation: Move that the Council approve the shortlist for the Request for Proposals (eRFP) # 20210107 for Design & Permitting of Class I Deep Injection Well at Prineville WTP and begin negotiations with McNabb Hydrogeologic, who was the highest ranked firm. In the event the City and the highest ranked firm cannot reach an agreement, the City shall formally end negotiations by written notification to the firm. The City shall then enter negotiations with the next highest ranked firm and attempt to negotiate a contract with that firm. The process will continue until the City has successfully negotiated a contract or reject all proposals for award.
