Vehicular Access Standards for Residential Subdivisions

Executive Summary (General Business): Staff is providing recommendations regarding residential subdivision vehicular access requirements for the City of Port St. Lucie, Fire District, and other municipalities and to seek City Council direction on amending the City's standards.
Presentation Information: 15-to-20-minute power point presentation, presenter Colt Schwerdt
Staff Recommendation: Move that the Council complete the motion in the affirmative for staff's recommended vehicular access standards, direct staff to amend the Code of Ordinances, and adopt a policy implementing staff's recommended access standards until such time as the Code of Ordinances are amended.
Alternate Recommendations:
1. Move that the Council amend the recommendation and direct staff to amend the Code of Ordinance.
2. Move that the Council not approve and provide staff direction.
Background: During the City Council Winter Workshop 2023 presentation on the SW Annexation Area Traffic Study; City Council directed staff to review the City's existing vehicular access standards for residential subdivisions and bring forward certain dwelling unit threshold recommendations for consideration.
Issues/Analysis: Adoptions of the recommended vehicular access standards would further ensure that future residential subdivisions will provide the appropriate access and traffic facilities to serve the development in a safe and efficient manner.
Financial Information: No direct financial impact to the City as entrances to subdivisions are the responsibility of the developer to design, permit, and construct.
