Acceptance of the Draft AHAC 2025 Incentive Strategies Report

Executive Summary (General Business): Each year, the Affordable Housing Advisory Committee (AHAC) is required to submit an incentive strategies report to their local governing body and the Florida Housing Coalition (FHC)/Florida Housing Finance Corporation (FHFC). The AHAC and its annual report is specifically directed by chapter 420, Florida Statutes, "Housing" Part VII "State Housing Initiatives Partnership" (ss. 420.907-420.9089). The AHAC is required to consider, evaluate, and include recommendations on the implementation of affordable housing incentives in eleven areas, set forth in sections 420.9076(4)(a)-(k), Florida Statutes, on an annual basis. The report within this agenda item includes recommendations by AHAC for the eleven distinct areas.

Staff Recommendation: Move that the Council accept the AHAC 2025 Incentive Strategies Report to be submitted to the Florida Housing Coalition (FHC)/Florida Housing Finance Corporation (FHFC) for the fulfillment of the State's Housing Initiatives Partnership (SHIP) requirement.

Background: For policies/ordinances that relate to affordable housing incentive allowances within the City of Port St. Lucie, the City Council as the governing body provides the final decision. Regarding the AHAC and the steps it took to draft the 2025 report, during the August 21, 2025, AHAC meeting, the Draft AHAC Incentive Strategies were discussed by AHAC.
