Executive Summary (General Business): This is a request to grant a variance to the lot size and frontage requirements of Appendix B, Land Use Conversion Manual of the City's Zoning Code that will result in the isolation of one (1) lot for the purpose of requesting a rezoning to the Service Commercial (CS) Zoning District. Conversion Manual Area 24 requires a lot size of 20,000 square feet with frontage of 80 feet. This variance application proposes a lot size of 10,000 square feet and frontage of 80 feet.
Presentation Information: Staff will provide a presentation.
Recommendation: The application for a variance received a unanimous recommendation of denial by the Planning and Zoning Board on June 6, 2023.
Alternate Recommendations:
1. Move that the Council amend the recommendation and adopt the Resolution.
2. Move that the Council not adopt the Resolution and provide staff direction.
Background: Policy 1.1.4.12 of the Comprehensive Plan requires variances to the Conversion Manual be reviewed by the Planning and Zoning Board and a recommendation be forwarded to the City Council for final approval or denial. This manual is intended to explain the land use conversion process, available conversion options, and implementation policies. The manual addresses requirements for land assembly, rezoning requirements, and related site plan and design considerations.
On June 6, 2023, the Planning and Zoning Board unanimously recommended denial of the variance.
