6. Benefits to Port St. Lucie: As specified in Rule 62-528, Florida Administrative Code ("FAC") a class I injection well must demonstrate mechanical integrity every five years.
7. Cost to Port St. Lucie (Annual and Potential): This is a one-time expenditure of $151,200.00.

Staff Recommendation: Move that the Council award Contract #20230005 and contract with Layne Christensen Company for the MIT of the Southport and Westport deep injection wells.
Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract #20230005.
2. Move that the Council not award Contract #20230005 and provide staff with direction.
Background: As specified in Rule 62-528, FAC, a Class I injection well must demonstrate mechanical integrity every five years. The most recent casing pressure test for injection well IW-1 was last completed in March 2018. Therefore, the next MIT must be completed by March 2023.
An E-Bid was issued on November 4, 2022 to 1,006 potential suppliers. There were four plan holders with two proposals submitted on December 8, 2022.
Issues/Analysis: Staff has reviewed the proposals and find that Layne Christensen Company provides the best value to the City.
