Executive Summary (General Business): Sec. 161.08 of the City's Code of Ordinances provides for the creation of additional street lighting assessment areas in the City. Upon the twenty-five (25) percent threshold being met under Sec. 161.08(B)(1)(a), an election regarding street lighting was conducted by the City Clerk who sent a ballot by U.S. mail, to the mailing address set forth in the St. Lucie County Property Appraiser's records for each lot, parcel, or tract, located within the proposed new street lighting area. A new assessment area is created if an affirmative vote of fifty (50) percent plus one (1) of the eligible votes cast. Ballots were tallied and by a vote of 50% plus 1 of the eligible votes cast, 12 new lighting assessment areas were created.

Staff Recommendation: Move that the Council Approve Resolution.

Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Resolution.
2. Move that the Council not approve Resolution and provide staff direction.

Background: Sec. 161.08(A) of the City's Code of Ordinances requires that before residential street lighting services are extended to a new assessment area, the council shall hold a public hearing. The City Clerk has sent out Hearing Letters to each affected property owner who have a right to appear at the hearing and may file written objections with the Council.
