Executive Summary (General Business): The FDOT Local Agency Program (LAP) and City funds are accounted for in the Road and Bridge Capital Improvement Program. The sidewalk is expected to be constructed by the FDOT LAP Agreement deadline of December 2023 and have an anticipated useful life of 30 years.

Staff Recommendation: Move that the Council approve the Local Agency Program (LAP) Agreement.
Alternate Recommendations:
1. Move that the Council amend the staff recommendation and approve the Local Agency Program (LAP) Agreement.
2. Move that the Council not approve the Local Agency Program (LAP) Agreement and provide staff direction.
Background: The City was awarded funding from the Florida Department of Transportation (FDOT) for the construction of a 6-foot-wide sidewalk along SW Alcantarra Boulevard between SW Savona Boulevard and SW Port St. Lucie Boulevard. This sidewalk is included in the City's Ten-Year Sidewalk Master Plan (FY 18/19-FY 27/28)
Issues/Analysis: The Resolution authorizes the City Manager, or his designee, to enter into a LAP Agreement with FDOT and City staff to take actions necessary to implement the terms and conditions of the agreement.
Financial Information: The estimated cost of the project is $482,136.00. The LAP Agreement will fund $378,966.00 of the aforementioned project amount; thereby, reducing the cost to be incurred by the City.
