Executive Summary (General Business): This application is a final plat with construction plans for a portion of Becker Road that is within the Southern Grove DRI. The application was submitted by Mattamy Palm Beach, LLC, pursuant to the approved construction agreement between the City of Port St. Lucie and Mattamy Palm Beach, LLC. Mattamy Palm Beach, LLC, is responsible for the platting and construction of Becker Road from its current platted terminus at or near the entrance to Phase I of the Belterra subdivision (GHO Homes) to the west side of the SW Community Boulevard and Becker Road intersection. The construction agreement between the City of Port St. Lucie and Mattamy Palm Beach, LLC, was adopted on February 14, 2022 through Resolution 22-R27. A preliminary plat with construction plans was approved for the project on September 12, 2022 and the project is currently under construction.

Staff Recommendation: Move that the Council approve the final plat as recommended by the Site Plan Review Committee.

Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the final plat with conditions.
2. Move that the Council not approve the final plat and provide staff direction.

Background: The Site Plan Review Committee recommended approval of the final plat with construction plans at the April 26, 2023 Site Plan Review Committee meeting.
