Executive Summary (General Business): It is essential that the introduction of fats, oils, and grease (FOG) into the City’s wastewater collection system be limited so that FOG does not interfere with the operations of wastewater/sewer mains, lift stations, and treatment facilities. The existing language in Section 64.09 of the Code of Ordinances does not adequately address current industry standards for FOG interceptor operations, inspections or remedial actions customers must take to bring interceptors at their service locations into compliance.

Background: During Fiscal Year 2017-18, the Utility Systems Dept. added a dedicated staff position for a Pretreatment Coordinator. It is that position's responsibility to inspect the more than 500 interceptors associated with customer locations connected to the City's wastewater collection system that are typically used to reduce the amount of FOG from reaching the City's wastewater treatment plants. While performing inspections, the Coordinator noted several code violations primarily related to the customer's responsibility to maintain interceptors. Some customers have brought their interceptors into compliance and established regular pumping/maintenance routines, but others balked at the Utility's enforcement attempts. The attached ordinance reflects current utility industry standards; clarifies provisions regarding violations; defines the City's enforcement procedures and methods; and provides for variances.
